I have been informed that this is normal for these cards.:-

The clock switch between 850 and 950 is NOT because of overheating. It’s by design that we want to control it under the power envelop and the performance.
Users can always increase the Powertune setting in Catalyst Control Center or TriXX to make the board run at 950 MHz, but the trade-off is higher power consumption.

So in other words, the powertune is downclocking to keep the power consumption within specified limits, so setting the power envelope higher, will mean that your card runs at higher speeds (950 or higher) for more of the time but will increase power consumption beyond AMD spec.

Sorry but this does not seems normal:
idle with 0.947V (this is power saving ideal consumption volts?)

100% load with 1.078V and 850Mhz with boost bios

Stock card, bios2 supposed to run at 950Mhz and not even want to go on that clock.
I ll open a ticket prior returning.
I used to have sapphire in top of my priorities for gpu cards, now i tend to totally delete from my shopping list.

    SAPPHIRE_Ben thanks for your time.

Ticket was created with number 38575, but i haven't got any answer and solution to my GPU problems.
Unprofessional behavior, i didn't expect something like this from a known company.
Meanwhile have tried driver's re installations, put it to my second pc system, nothing changes.
Its clear GPU HW or most probably bios SW issue.

I have emailed the technical team to ask them to look into this problem and your ticket.

I will let you know as soon as I get an update.

    Well, I'll be D***ED.

I just registered to report this same problem -- a constant downclocking back to 850Mhz core clock after a specific interval of time, no matter what method or trick I used (between Afterburner, CCC, power settings, overclock, graphics settings, temps, etc.).

It seemed like it had to be an issue with PowerPlay. So I closed out of Afterburner completely (I had been using it with the "-xcl" switch for native overclocking). I focused on CCC. I dropped the "Power Control" setting back down to 0%. I couldn't overclock at all at that point. Then I bumped it back up to **20%. And BAM -- overclock is holding solid!

So it looks like it was a bit of bugginess/weirdness with the power control setting. If you're having this issue, try applying a 0% power boost, playing to make sure it "worked", and then reapplying a 20% power boost, and then playing to see that it holds.

Phew! Thank goodness. I thought I was going to have to return my first Sapphire card :/

@melodystyle2003 i bought the same GPU two days ago and i am trying to deal with the same problems with you since then...

    1) The switching between 850MHz and 950MHz. I am using the Trixx for overclocking and i found that always the first time that you launch a game the clocks going to default and the switching begins. But if you close the game, set the overclocked clocks again in Trixx, launch the game, then the clocks are stable at the desired values and without the switching. I am not sure if this working for the stock clocks.

    2) The idle problem. This is a major problem for me. At idle the GPU running at 500MHz the core clock and at full speed the memory clock. That is not idle for sure. After many tests (switching between gpu bios 1 and 2, various AMD drivers...) i am pretty sure that this problem appears when i have my PC display (Dual-link DVI) and my TV (HDMI) at the same time connected to the GPU. If i disable (just disable it from the Catalyst options, not unplug the cable from the GPU) one of the two displays (doesn't matter which) the clocks immediately going to normal idle clocks (300MHz core clock and 150MHz memory clock). I haven't found a solution for this strange problem yet...

I would like to know if the Sapphire GPU or the AMD drivers causing this problem...

There are multiple people that have these problems as do i,
I already contacted Sapphire support in order to request bios update and they do not have one they say that we have the latest.
I truly believe we just got a bad batch of cards, mainly this is from the video card bios, has nothing to do with AMD's drivers.
Still i'm considering to RMA my card and maybe get a different brand, Unless Sapphire can promise me they can fix this in a V.bios update.

So in short its the Sapphire GPU's Bios,or PCB.

    That is what I think.

My VApor X HD7950 with ASIC score of 57% has locked voltage of 1.25v which will not change regardles of what utility setting I try it with and the clocks will not stick... I can't get a stable over clock out of it at all.

    Same problem here.
PN 299-2E210-204SA and everything is exactly same as in first post. Card is stable only when i switch power tuning to **10%. So really this is not a boost version by default. Has anyone heard anything reasonable from them about it, besides that its saving power . By not being really as it is design to be, like other working versions. It really does not save power by being fully working only with **10% incrase of power tuning.
